Carbon Filtration for Tank *best answer*?

Hey guys I just got a new carbon filter bag. And I just loaded it with a bunch of carbon. I hear I should rinse it first because of the carbon dust. I don't want it to harm my pet turtle and fish. So is it okay to leave it as is? Please give me a step by step instruction please and thank you!
