Watering before/after applying fertilizer on my lawn?

You should not water your lawn for 2 days after applying a weed and feed (broadleaf control) fertilizer. Applying in the morning when there is dew on the gr helps the broadleaf (weed) herbicide stick to the leaves. I doubt you applied enough water to lessen the effectiveness of the weed control, but definitely do not water tomorrow.
