What makes a cat have dry skin?

my cat is having problems with matting, which i have cut out. she is totally an indoor cat. since cutting out the matting i am seeing lots of dander when brushing her faithfully daily. there is NO way i could get her near water. is there a powder that i could use on her to help get rid of the dander?
